Industrial Base Analyst (Top Secret Clearance)

Location: Washington, DC

Kalman & Company is seeking an experienced Industrial Base Analyst to support a position on-site at the Pentagon. This position is tied to a government proposal. It will require an active Top Secret Clearance. The salary range for this position is $115K/yr-$195K/yr.

  • Provide technical and analytical support to the SAF/AQX Industrial Base Division, enabling the Air Force to forge and sustain a robust, secure, and resilient industrial base. Support shall be focused on two key areas:
    • The Industrial Base Analyst must possess demonstrated experience in defense industrial base analysis, supply chain risk management, and industrial preparedness. Key responsibilities include leading mergers and acquisitions (M&A) evaluations, tracking industrial base investments, and overseeing the sustainment and predictive analytics development for industrial base IT systems.
    • Conducting analysis and providing data-driven assessments to the Government regarding the impact of M&A and divestitures on the DIB and Air Force programs.
    • Assisting in identifying and assessing supply chain and industrial base vulnerabilities and providing analytical products to support Government-led mitigation strategies.
    • Providing technical data and analysis to support the Government's justification of government-owned/contractor-operated (GOCO) industrial plants. Additionally, the Contractor shall assist in drafting technical input for formal responses to Air Force, DoW, and Congressional inquiries regarding Industrial Preparedness plans and budgets.
    • Managing project schedules, tracking action items, and developing analytical products to assess the effectiveness of DIB-focused investments. The Contractor shall also assist in developing technical roadmaps, market strategies, and frameworks to integrate acquisition strategies with industrial base investments.
    • Assessing current guidance and drafting proposed procedures and technical inputs for Air Force acquisition to address supply chain vulnerabilities. Additionally, the Contractor shall provide data analysis to support the Government's implementation of Title I and III of the Defense Production Act (DPA).
    • Provide specialized IT services to sustain, implement, integrate, and improve the data and analytics systems that support the AQX mission across the full IT lifecycle (from requirements definition to sustainment). Specific task areas include:
    • Sustaining, enhancing, and developing IT systems, tools, and data-warehousing capabilities (e.g., the Defense Industrial Base Company Insights (DIBCI) tool within PMRT) for collecting, processing, and analyzing DIB-related information.
    • Providing technical support for integrating diverse government and commercial data sources (e.g., FPDS-NG, SAM.gov, commercial financial providers) to create a unified view of the industrial base. The Contractor shall perform data structure analysis, design, and population to ensure accuracy and integrity for decision-making.
    • Evaluating and implementing Government-approved emerging technologies, including Artificial Intelligence (AI) and Machine Learning (ML), to establish predictive analytics and identify supply chain trends.
    • Providing IT portfolio management support to develop strategies for system-to-service transformation. This includes assisting with the development of "in-house" analytical tools to reduce reliance on external analysis and expand existing platforms to integrate supplier performance data into comprehensive dashboards.
    • Developing and delivering training materials and conducting training sessions for Government personnel on the use and application of all developed IT systems and analytical tools.\

Minimum Requirements:

  • US Citizenship is required.
  • An Active Top Secret clearance is required.
  • A Master's or Ph.D (Economics, Finance, or related field)
  • 10 years of relevant experience.
  • CFA, Certified Business Economist (CBE)
